Planning Commission approves major amendment and rezoning for PUD 146 with playground relocation condition

The Planning Commission approved JZ25PUD146MA2, a major amendment to Planned Unit Development (PUD) 146 and a zone change for portions of the site from CS (commercial shopping) to RS‑3 (residential single‑family), subject to a condition requiring the developer to relocate a proposed playground away from the commercial entrance.

Staff described the amendment as the second major amendment for PUD 146, explaining that the original PUD was approved in three phases and the current applicant seeks to revise uses on the hard corner: retaining roughly eight acres of commercial while converting about 12 acres previously contemplated as higher-density residential or multifamily buffer to RS‑3 single-family. Staff and the applicant explained site constraints (a creek, a detention area and limited sanitary sewer), phase yields (staff referenced up to 154 homes in one phase and roughly 57 in another) and an updated amenities package that adds a playground to the southern portion. Commissioners asked detailed questions about access and circulation between the neighborhood and commercial parcels and expressed concern that the park placed at the commercial entry could be used by non-residents. The applicant said the park could be moved to a northwest hammerhead lot and staff supported relocating the playground. A motion to approve JZ25PUD146MA2 with a condition to move the playground passed by roll call with Wilson, Boris, Bowman, Stevens and Chair West voting yes.
