The Planning & Housing Commission voted to find consistent with the general plan the disposition of a two‑acre city‑owned parcel on Chase Drive that the city declared surplus in 2022.
Planning staff reported the parcel had been marketed under the Surplus Land Act, drew interest from a low‑income housing developer that later ended negotiations, and then received a letter of intent from the adjacent property owner (the owner of a four‑acre parcel approved for a fitness center). Staff said City Council directed staff in closed session to proceed with a purchase and sale agreement for the two‑acre parcel to allow a congruent development across the two properties.
Commissioners asked whether removal of an existing basin would affect water collection and well recharge; staff said project‑level review would require a water quality management plan and any necessary basin modifications would be reviewed when a development application is submitted. Commissioners also asked whether prior variances tied to the fitness center’s topography would be affected; staff said those setbacks remain and would not change as part of the city parcel disposition.
A motion to find the Chase Drive disposition consistent with the general plan was made, seconded and passed. Staff noted the parcel is intended for commercial (non‑housing) uses under the current discussions.
