ACC reports 39 cases reviewed; trial boards scheduled and one postponed

The Baltimore County Administrative Charging Committee (ACC) reported to the Police Accountability Board that it met Dec. 13 and reviewed 39 cases involving members of the Baltimore County Police Department. Of those matters, seven included allegations of use of force.
Don (ACC representative) said a detailed breakdown of complaints and outcomes will be provided in the quarterly report presented in February, which will cover October through December data. He also noted the ACC's next meeting is scheduled for Jan. 3, 2025.
Staff updated the board on trial-board scheduling. One trial board originally scheduled for tomorrow was postponed until January because a necessary witness was unavailable. Two trial boards were announced for January: one set for Jan. 7 addressing an allegation of failure to take necessary action during a call involving a biomedical disorder, and one set for Jan. 21 addressing an administrative allegation of cheating on an exam. The staff member clarified that trial boards are convened principally when the ACC charges an officer and the officer requests a trial board; a typical trial board includes an administrative law judge, a BCPD member of equal rank, and a member of the public.
Board members asked a technical question about meeting technology and expressed appreciation for the ACC's work. The ACC representative reiterated that the quarterly report will include a fuller breakdown of cases and that the committee flags policy or training gaps to the department when confidentiality allows.
No formal action was taken on ACC items at this meeting; the information was presented for oversight and scheduling awareness.
