Grady County motion to rescind Delma Pena's $2,794.06 bid fails for lack of second

A motion to rescind a bid on Grady County property failed Aug. 19, 2025, after no commissioner seconded the measure.
Commissioner Gary Bray moved to rescind a bid from Delma Pena on county parcel ID COOl-00-288-002-0-000-00, TIO# 23713, for $2,794.06 that was approved at the Aug. 11, 2025 meeting. The motion received no second and therefore failed.
County Treasurer Carolyn Bowen told the board that Pena had informed county staff the buyer did not have clear title to the property. Bowen said clearing title is the buyer's responsibility. The assistant district attorney advised the board to proceed with the sale. Bray said the buyer's claim did not constitute a valid reason to rescind.
No formal vote was taken on rescission because the motion lacked a second. The prior approval of the bid remains in effect pending any future action by the board.
