Williamsport council approves series of budget transfers and administrative resolutions, sets PFM briefing

The Williamsport City Council voted unanimously July 10 to approve multiple budget transfer ordinances and adopt administrative resolutions, including an updated CDBG home program procurement policy and the appointment of a language access coordinator.
The actions included final readings and approval of Ordinance No. 3 to add a line item in the emergency fund for an FTA repayment; Ordinance No. 4 to add $13,087 to an Act 13 line item for Fourth and Mulberry Greenlight Go; and two transfer ordinances labeled No. 5 to move Little League Boulevard expenses between 2024 and 2025 Act 13 budget years. The council also approved minutes from the June 18, 2025 meeting and adopted a resolution to renew the pool concessions agreement (see separate line for the concession contract) and administrative policies.
Councilmembers cast unanimous votes on each item. The CDBG procurement policy was updated to incorporate a new whistleblower protection requirement from CDACOG and HUD guidance; staff said the change reflects a routine five-year update reviewed by the city solicitor. The council also passed a resolution appointing the director of human resources as the city's language access coordinator; during discussion members asked whether the coordinator speaks Spanish and were told translation support has been provided when needed by a local nonprofit, Thrive.
Finance staff presented a first-reading transfer (Ordinance No. 6) to move $12,138 from a Youngswoods Park improvement match into a new line item to cover a 10% PFM charge related to the city's strategic planning grant. Staff said the Youngswoods match has been secured elsewhere. PFM has completed the initial financial analysis phase and will present findings at the council's next meeting on July 24; the council was told that presentation will run roughly 30 to 40 minutes.
The council's votes were recorded as unanimous (5-0) on the matters taken up during the meeting. No member cast a dissenting vote on the recorded ordinances and resolutions.
The council will revisit first-reading items and receive the PFM presentation at upcoming meetings.
