District kicks off Educational Futures Conference to update 10-year facilities plan

Berkeley County Schools staff told the board they will launch a community process to revise the districts 10-year Comprehensive Educational Facilities Plan (CEFP), beginning with an Educational Futures Conference scheduled for Wednesday, Sept. 3 at 6 p.m. at the Holiday Inn. The conference is intended as a public kickoff to gather big-picture input that will feed a steering committee and a fall task force to develop options for the board and for potential funding requests.

Superintendent Sachs said many projects from the 2020 CEFP were completed using the 2022 school bond and that the district now needs to recalibrate remaining priorities to reflect growth, program changes and community needs. The goal is to produce options that can be presented to the School Building Authority; staff described an accelerated timeline to provide well-developed options at an autumn meeting and to be able to request possible funding at the December School Building Authority meeting.

Scott Leopold of HPM, the facilitator for the Facilities Futures process, told the board the conference will focus on small-group discussion to generate ideas about program needs, career pathways, capacities and alternative options. He said the process will include regional meetings and an online survey with embedded videos for people who cannot attend and that roughly 160 people had registered for the conference 20 minutes before the board meeting.

Facilities staff also gave project updates on 2022 bond work. Notable items included:

- Hedgesville Early Learning Academy: exterior brick veneer and interior mechanical/electrical work are underway; steel fabrication lead times (about 60 days) prompted a schedule revision that pushes substantial completion from the December goal to an estimated March 31 date.

- Martinsburg High arts addition: band, dance and choir spaces are complete; work continues in the gymnasium and remaining punch-list items remain for HVAC and acoustical work.

- Pine Ridge Primary: foundation footers poured and sitework progressing; road connector work continues pending Department of Highways approvals.

Leopold and district staff emphasized that the conference is intended to capture community priorities, produce a range of options for the steering committee and that the outcomes will inform funding requests and design choices.
