What staff reported
Staff said the statewide Healthy Indiana Plan allocation fell from about $100 million to $40 million across the same set of counties, and Floyd County lost in excess of $1 million of state-funded revenue as a result. The health department director, staff said, moved several line items into levy and other local funds this year to balance the current budget but will face constraints going forward.
Bond/ban payments and projections
Staff also reminded the group that the health department’s building acquisition and rehabilitation involve a five‑year ban that will accrue interest and ultimately roll to a bond; these debt-service payments were not yet included in the county’s multi‑year projections and staff said they should be added for 2026–2028 forecasting.
Implications
Staff said the department has identified internal offsets to absorb the immediate cut but will be “strapped” in 2026 if state funding does not change. The council asked staff to include projected bond/ban payments in the budget forecasts and to identify how services would be affected under continued constrained funding.
