Superintendent clarifies Iowa open-enrollment rules, updates board on CIML discussions

The superintendent told the Urbandale Community School District board that open enrollment is governed by Iowa Code and that the district cannot unilaterally reduce its open-enrollment intake without reducing seats and likely eliminating positions. Applications for grades 1 through 12 are due March 1, and kindergarten applications are due Sept. 1; acceptance depends on program or space availability, the superintendent said.
The superintendent said a student accepted through open enrollment is eligible for athletics only after 90 days at the receiving district unless a waiver is approved by the superintendent and athletic director and then acted on by the board. A receiving district can now terminate open enrollment for a student who accumulates 20% or more truant days, and termination would bar reapplication for that student, the superintendent said. She also clarified that open enrollment applies to the district, not to a specific school, and that "continuations" preserve enrollment for students who previously attended the district even after their family moves out of district.
Locally, the superintendent provided district counts: about 282 open-enrolled students leaving Urbandale and roughly 807 open-enrolled students coming into the district, a net gain of roughly 525 students. Using the state's per-student allocation, she said that balance represents more than $4 million in annual funding. "If we were to say we don't want to take open enrollment, that's a lot of money to lose," she said.
On CIML, the superintendent said Urbandale had been invited to an informational meeting with a district referred to in discussion as the "little Hawkeye" about possible expansion plans. She said those conversations have involved other districts and were confidential; no formal proposal has been presented to Urbandale and any formal offer would be brought back to the board for action or further investigation.
Board members asked how the district calculates open-enrollment capacity and how continuations are treated when siblings or family members are involved; the superintendent said the district typically brings recommended caps to the board in the spring and that continuations are honored for students already enrolled but new open-enrollment applicants must meet space availability.
