Commission OKs pet-licensing contract, temporary vet services and engages CM for new animal care facility

Ashley Young, director of Animal Care, presented two contract approvals: a Docupet pet-licensing service agreement at $695 per month (effective Jan. 1, 2025 through Jan. 1, 2028) and an extension of the standard service provider contract for veterinary services (payable at $90 per hour, Feb. 19, 2025
ug. 19, 2025). Commissioners moved and approved both items by voice vote.
Facilities Director Lane Rose then presented an agreement with Layton Construction Co. LLC to provide construction-manager services for the planned animal care facility. The commission approved the CM engagement; the contract amount is tbd and will be set later via a guaranteed maximum price (GMP) amendment. Terms presented begin Jan. 28, 2025; commissioners directed staff to negotiate the GMP and return with a formal amendment.
Why it matters: engaging a construction manager is a significant preconstruction step that signals the project is moving from planning toward procurement and construction. The GMP amendment will define the project's capital cost, and commissioners will vote on that price when it is brought back to the board.
What's next: Facilities and Animal Care will negotiate the GMP amendment with Layton Construction and return to the commission for approval; Animal Care will finalize vendor agreements for licensing and veterinarian services and implement contract administration.
