Commission approves contracts, event agreements and property tax register; refers one late appeal to assessor

The Davis County Commission met Jan. 28 and approved a series of departmental contracts and administrative items across multiple areas of county operations.

Key votes included authorization of a Docupet pet-licensing service agreement ($695 per month, Jan. 1, 2025'128) and a temporary veterinarian services extension (payable at $90 per hour, Feb. 19 '025

ug. 19, 2025) for Animal Care; approval of a construction-manager services agreement with Layton Construction Co. LLC for the new animal care project (amount to be set later in a guaranteed-maximum-price amendment); and multiple one-off agreements with event organizers to host tournaments and a dog show at Western Sports Park.

The commission also approved the annual 2025 agreement with Utah State University Extension Services to provide extension programming and Botanical Center staffing in Kaysville ($287,524 for Jan. 1 ec. 31, 2025), and accepted Amendment No. 2 to a health department contract to continue a COVID-19/influenza vaccine-uptake initiative, a receivable of $30,000 to support respiratory vaccine outreach in early 2025.

On public-safety items, the board formalized an interlocal use agreement for an armored tactical vehicle (Bearcat) among Davis County, Layton City and Bountiful City (effective on final signature; five-year term) and approved a general service contract with Rocky Mountain Power for electric service to the county's Emergency Operations Center (five-year term).

The Board of Equalization convened for the property tax register. Commissioners approved the register, which includes auditor and assessor adjustments (notably a $3,450,000 Park Legacy Trails adjustment and corrections totaling $1,924,450). Two late assessment appeals were considered: commissioners approved processing one late appeal (JSC #1 LLC / Joseph Edwards) on the asserted basis of a factual error and referred it to the assessor for verification; the second late appeal (Russell John Castleberry) lacked sufficient documentation and was not accepted. Commissioners adjourned at about 10:33 a.m.

What changed
