Morrow County commissioners approve series of appropriations, transfers and administrative signatory authorizations

The board approved "Crystal Bill number 1 through 01/2022," an appropriation of certified moneys for fund 4190 for a gas pipeline project, and an appropriation of certified money for the Job and Family Services (JFS) public assistance fund. Commissioners also approved the appropriation of certified money for a solar water fund and a transfer of funds for JFS ESEA. All motions were moved and seconded and carried on roll-call votes in which Commissioners Mason, Abraham and Siegfried each recorded "yes."
The board authorized JFS assistant director Kelly Ballard to sign on behalf of the agency in the absence of Executive Director Sunday Brown and the transit director. Commissioners also adopted a resolution authorizing Bart Denison, Morrow County Engineer, to prepare and submit an application to participate in the "Hyatt Public Works Commission local transportation improvement grama" and to execute contracts as required. Finally, the commissioners approved authorization for the board to sign the entity designation for demolition and site revitalization from the county development office.
Each action on the agenda was approved by roll call with the three commissioners voting yes. The meeting record shows no votes against, no abstentions and no recorded recusals on the motions taken.
The approvals are largely administrative and budgetary in nature; the motions recorded at the meeting do not themselves create programmatic changes beyond the appropriations and authorizations approved. Several items signed during the session reference staff-level authorities (for example, the engineer's authority to submit grant applications and to execute related contracts).
