Price City Planning and Zoning Commission members voted Feb. 24 to recommend a lease of city-owned property at 375 South Carbon Avenue to Pinnacle Schools.
The commission opened and then closed a public hearing on the proposed lease without receiving public testimony, and later passed Resolution No. 2025-3 PZ to recommend the real property transaction. The resolution passed after a motion, a second and a verbal aye vote; a detailed vote tally was not recorded in the meeting transcript.
Staff told commissioners that the transaction falls under the Price City Real Property Management policy and that the real property committee reviewed the process and recommended approval. Staff said the lease would cover the main building and most of the grounds but exclude an area the city intends to use for a service building. Pinnacle Schools intends to operate an elementary school (K–5) on-site, and staff advised commissioners that Pinnacle will need to seek a conditional use permit and site-plan review before students occupy the facility.
Commissioners asked how the property would be used, whether buses would be parked on-site, and whether students would be present. Staff said student presence is expected and that bus loading, overnight parking and site circulation will be matters for the forthcoming planning commission review of the conditional use permit and site plan. Staff also noted that a portion of the property used by a food bank would be excluded from the lease.
The planning commission’s action at this meeting is a recommendation to the city; any final lease execution and related permits remain subject to subsequent administrative approvals and the conditional use/site-plan process.
