Kingfisher County commissioners approve routine claims, agreements and two right-of-way items

KINGFISHER — The Kingfisher County Board of County Commissioners unanimously approved a slate of routine financial and administrative actions during its July 14, 2025 meeting, including payment of claims and payroll, professional services in a county civil case and several infrastructure and procurement approvals.
Chairman Anthony Schwarz and Commissioners Jeff Moss and Mike Sparks approved the consent agenda, which included minutes from the July 7 meeting, the posted agenda and purchase orders, warrants and payroll for fiscal years 2024-25 and 2025-26. The consent motion was made by Commissioner Mike Sparks and seconded by Commissioner Jeff Moss.
The board approved a $1,200 payment to the law firm Durbin, Larimore & Bialick P.C. for professional services in Kingfisher County v. Michael and Pat Barrackman. Commissioners approved the Treasurer’s FY 2024-25 Annual Financial Statement and accepted monthly reports for the Treasurer and the Election Board.
The board also approved the county Emergency Operations Plan for Emergency Management; the approval was recorded as a unanimous motion by Sparks, seconded by Moss. Commissioners approved reimbursements for the District Attorney and the Election Board for May and June 2025.
Two road right-of-way items were approved. The first, for Ovintiv, covers two described layflat installations listed as: 1) starting in the SE of Sec. 30-17-6 and ending in SE Sec. 13-16-7 (16" layflat, District 1) and 2) starting in the SW Sec. 36-16-7 and ending in SW Sec. 18-16-6 (16" layflat, District 1). The second right-of-way, for Blake Production Company, covers: 1) starting in the NE NW Sec. 26-19-7 and ending in SE SW Sec. 21-19-7 (3" poly, District 2) and 2) starting in the SE SW Sec. 34-19-7 and ending in NE SW Sec. 33-19-7 (3" poly, District 2). Both right-of-way approvals passed unanimously.
The board approved ODOT (Oklahoma Department of Transportation) Supplemental & Modification Agreements for project numbers J3-1996(004)RB and CIRB-9362(004)RB. Commissioners also approved a letter of intent with Deer & Company for mowing tractors to serve all districts and added Dennis Holmes as a receiving officer for all District 3 accounts.
Clerical and financial items on the meeting packet included an extensive claims list across multiple funds (General, Highway, Health Department, Sheriff, Extension, various labeled sales tax funds and others). All recorded motions during the meeting passed with votes recorded as Moss—Yes, Sparks—Yes, Schwarz—Yes. The meeting convened at 9:00 a.m. and adjourned at 9:18 a.m.
