Delaware County Excise Board approves monthly appropriations, interfund transfers and temporary appropriations

The Delaware County Excise Board approved multiple county funding actions during its July 9, 2025 regular session, unanimously passing motions to accept the monthly estimate of needs and request for appropriations, authorize interfund transfers, approve temporary appropriations for local taxing entities and adopt the County Assessor—s 2025–2026 visual inspection budget.

Chairman Doug Smith presided; Vice‑Chairman Steve Odle and Member Charles Marts voted with him, and County Clerk Barbara Barnes was present. The session began at 8:30 a.m. and adjourned at 8:40 a.m.

The board approved the 308 Monthly Estimate of Needs and Request for Appropriations covering multiple line items in the Highway fund (total listed as $263,873.05), allocations for fire departments across named districts (fire departments total shown as $246,453.47), and various miscellaneous and special funds (specials and other totals recorded in the packet, with a line showing $622,236.33). On Agenda #4 the board approved a separate transfer of $1,176.00 from account 1313-6-8043-2005 (Highway Sales Tax, District 3) into account 1313-6-8042-2005 (Highway Sales Tax, District 2); that motion was made by Vice‑Chairman Steve Odle, seconded by Member Charles Marts, and passed with all voting aye.

Under Agenda #5 the board reviewed and approved applications for temporary appropriations from three local taxing entities: The Board of Education of Colcord School District of Delaware County, Oklahoma; Grove Emergency Medical Service District; and The Board of Education of Cleora School District of Delaware County, Oklahoma. The minutes record the motions as made by Vice‑Chairman Steve Odle and seconded by Member Charles Marts; the board voted unanimously.

Agenda #6 recorded a motion by Chairman Doug Smith, seconded by Vice‑Chairman Steve Odle, to approve the County Assessor—s 2025–2026 Visual Inspection Budget; that motion carried unanimously. The minutes do not specify line-item amounts for the assessor budget beyond noting board approval.
