Microsoft Office subscription: Staff recommended replacing Office 2016 because it reaches end of support in October 2025 and leaving it exposed to security vulnerabilities. The commission approved purchase of Microsoft 365 subscriptions; the motion was amended on the floor and the approved amount recorded was $52,004.28.
2025 Pavement Management Program (mill and overlay): Staff reported the mill and overlay portion of the 2025 pavement management program was substantially complete. The revised project total for the mill and overlay portion was $1,437,641.41 with a final change order of $53,098.14. The commission approved the final change order and granted formal acceptance, which triggers a two‑year warranty period per staff.
Land Bank — release of right of reentry for 600 Cherokee Street: The commission recessed and sat as the Leavenworth Land Bank Board of Trustees, and approved a release of the land bank’s right of reentry contained in a 2022 negotiated development agreement for 600 Cherokee Street so a title company can issue clear title for the property’s sale or refinance.
Special assessments — first consideration: Staff presented first‑consideration ordinances to levy special assessments for unpaid nuisance‑abatement costs and for unpaid demolition costs. Commissioners gave consensus to place both items on first consideration and proceed with the required publication and tax‑roll timelines (owners can still pay invoices prior to final assessment).
Appointments and consent agenda: The mayor’s appointments (Community Development Advisory Board, Leavenworth Main Street Board, Sister City Advisory Board) were approved. The commission also approved claims for 07/18/2025 through 08/07/2025 in the amount of $2,033,662.95 and net payroll for pay period 15 in the amount of $469,994.52. The meeting adjourned following approval of the consent agenda.
