At its meeting called to order at 5:30 p.m., the Burnsville City Council approved three planning and economic development items: a resolution to vacate a drainage and utility easement in Burnscott Industrial Park, a preliminary and final plat dividing property at 14380 and 14400 Burnsville Parkway West into two lots, and the Economic Development Commission—s (EDC) 2025 work plan.
Assistant City Engineer Charlie Gerk presented the easement vacation request for a small, unused drainage and utility easement in the southwest portion of Burnsville known as Burnscott Industrial Park. Gerk told the council staff had found no city utilities in the easement and that no private utilities had raised objections. He said the action is required by Dakota County for planning purposes and recommended approval with two conditions: that the Burnsville Parkway addition plat be approved and that any privately owned utilities discovered be relocated at the applicant—s expense, not the city—s.
Council closed the public hearing and approved the resolution by voice vote; the record does not include a roll‑call tally.
Planning Manager Mr. Marosla presented the preliminary and final plat for 14380 and 14400 Burnsville Parkway West. Under City Code section 11.2.2 the council reviewed the two‑lot subdivision. The staff report said Lot 1 would be about 3.3 acres and Lot 2 about 1.1 acres, that lot frontage and zoning conformance were met, and that approval should be subject to three conditions: (1) the final plat be filed at Dakota County and a written receipt provided to the city before issuance of any building permit on either lot; (2) the approval expires in one year unless the plat is recorded or the council approves an extension; and (3) payment of development fees of $178.08 prior to release of the final plat. Council closed the public hearing and approved the plat with those conditions by voice vote.
Deputy Community Development Director Travis Bistrodo introduced Economic Development Commission Chair Kalyn Braums, who summarized the EDC—s 2025 work plan. Braums told the council the commission will continue implementing the economic development strategic framework and a local affordable housing aid (LAHA) spending plan that were brought to the commission for review. She also listed ongoing and upcoming work including reviewing financing applications for city funds, coordinating with Grow MN and the Burnsville Chamber Partnership, continuing business retention and expansion efforts, conducting community visioning in 2025—6 and supporting ribbon cuttings and training. "We are also working with Grow MN and the Burnsville Chamber Partnership," Braums said.
Council Member Schulz moved to approve the EDC work plan; Council Member Workman seconded. The council approved the plan by voice vote.
The meeting concluded after the council completed the regular agenda and adopted the consent agenda earlier in the session.
