Chino issues proclamations honoring homeless outreach, domestic-violence services and planners; General Plan advisory committee recognized

The Chino City Council opened its Oct. 7 meeting with a series of ceremonial proclamations and recognitions, honoring local outreach programs, volunteers and businesses.
Mayor Eunice Simulo proclaimed Oct. 10, 2025, as World Homeless Day for the City of Chino, highlighting coordinated outreach between the Community Services Parks and Recreation Homeless Outreach team, the Police DepartmentQuality of Life team and San Bernardino County behavioral-health partners. The proclamation, read at the dais, credited the municipal teams with assisting more than 220 individuals, clearing 34 encampments, helping 41 people exit the streets, and "committed over 1,290 hours" of outreach in the past fiscal year, as stated in the proclamation.
The mayor invited Carrie Franco, community services parks and recreation supervisor, to introduce staff and partners. Franco introduced members of the homeless outreach team, county behavioral-health staff and Chino police officers who support the outreach effort. Corporal Wright described the local teams as problem-solvers who "figure it out" on individual cases; Chelsea, identified as the assistant homeless outreach coordinator, and other team members briefly introduced themselves.
The council also proclaimed October 2025 as Domestic Violence Awareness Month and called attention to services available locally. Pat Bell, executive director and CEO of the House of Ruth, described emergency and transitional shelter, housing support, legal advocacy, adult and children's trauma-informed counseling, and school-based prevention work for Los Angeles and San Bernardino counties.
In a separate recognition, the council declared October Community Planning Month and called General Plan Advisory Committee members to the front to be honored for their role in the city's recently adopted 2045 General Plan. Michael Hitz, Chino principal planner, said the General Plan guidebook is a 20-year document and that the advisory committee met nine times over three years to collect community input.
The council presented business recognitions, naming Francis Animal Hospital as an October business-of-the-month and presenting the Mayor's Home Beautification Award to a resident, Robert Grout.
These items were ceremonial and informational; no council action was required or taken on the proclamations at the meeting.
