The Woodstock City mayor and council on Nov. 5 reappointed Melissa Potts and Nancy Wolf to the Urban Redevelopment Agency and took steps to correct and re-adopt ordinances tied to a URA plan amendment and an intergovernmental agreement connected to fire-station financing.
The meeting opened at 7:30 p.m. with the presiding officer introducing Item 2-1, the reappointment of Melissa Potts to the Urban Redevelopment Agency. Councilmember Collins moved to approve; Councilman Wolff seconded. The presiding officer announced the vote as "three in favor, one opposed and one abstention," and said the motion carried, reappointing Melissa Potts.
Item 2-2, the reappointment of Nancy Wolf to the Urban Redevelopment Agency, was then introduced. Councilmember Collins made the motion and Councilman Potts seconded. The presiding officer again recorded the vote as three in favor, one opposed and one abstention, and the motion carried.
On Item 2-3 the council moved to rescind votes taken at the Oct. 27, 2025, regular meeting that had approved first readings of two ordinances: the ordinance authorizing the Urban Redevelopment Agency plan amendment and the ordinance authorizing an intergovernmental agreement. Councilman Aiken made the motion with a second from Councilmember Collins. The presiding officer recorded the rescind motion as adopted 5–0.
Mister Moon, a city staff member, presented Item 2-4, described as the ordinance authorizing the intergovernmental agreement related to financing the fire station. "This is for the financing of the fire station," Mister Moon said, and he reported that bank bids had been received and that the bond rate "looks like" about 3 percent. The council treated the item as a first reading; Councilman Wolff moved, Councilmember Usher seconded, and the motion for first reading carried 5–0.
Item 2-5, the ordinance authorizing the Urban Redevelopment Agency plan amendment (first reading), followed. Councilman Aiken moved and Councilmember Collins seconded; the presiding officer recorded the motion as adopted 5–0.
The presiding officer said no executive session was needed. Councilman Usher moved to adjourn with a second from Councilman Wolff; the council adjourned by a 5–0 vote. The presiding officer closed the special meeting and noted upcoming meetings on the regular schedule.
Votes at a glance: 2-1 Reappointment of Melissa Potts — motion carried (3 yes, 1 no, 1 abstain); 2-2 Reappointment of Nancy Wolf — motion carried (3 yes, 1 no, 1 abstain); 2-3 Motion to rescind Oct. 27 first readings (URA plan amendment and IGA) — carried 5–0; 2-4 First reading, ordinance authorizing intergovernmental agreement (fire station financing) — carried 5–0; 2-5 First reading, ordinance authorizing URA plan amendment — carried 5–0.
Questions and clarifications recorded in the meeting: council members asked for specific rescind language before voting on Item 2-3; Mister Moon said the readopted documents reflect the prior versions and that bids were received to finalize financing terms. The meeting record shows vote tallies as reported by the presiding officer; individual roll-call vote names were not entered into the transcript.
