Grantsville council reconsiders Wayne Boyer annexation, approves R-2.5 zoning for annexed parcel

The Grantsville City Council on Feb. 5 reconsidered Ordinance 2025-12, the annexation application by landowner Wayne Boyer, and voted to approve the annexation with a zoning determination for the newly annexed parcel.
Council discussion centered on how the annexed parcel related to a contiguous parcel already inside city limits. Planning staff and council members noted that the city’s general plan and zoning map typically match the most contiguous city zoning and that, in past annexations, adjacent in-city parcels influenced the assigned zone. Wayne Boyer told the council he sought annexation primarily to resolve a water/well issue and did not intend to immediately rezone the adjacent parcel already inside the city limits.
After discussion, a council member moved and the council voted to approve the reconsideration with the following effect: Parcel ending in 0003 shall be zoned R-2.5 (two-and-a-half-acre lots) upon annexation; the adjacent Parcel 0020 will remain zoned R-10 and would require a separate planning-and-zoning process for any change. The motion carried.
Council members emphasized that a landowner may request a rezone or general-plan amendment later, but that spot rezoning inconsistent with the surrounding city zoning would not be granted at the time of annexation. Staff agreed to follow the usual development and rezone procedures should the owner later seek to change zoning for Parcel 0020.
No new city ordinances other than the reconsideration were enacted at the meeting; the council recorded the change in zoning for the annexed parcel and closed the item.
