What the HOA requested Bruce Graves, president of the Avon Lakes Village HOA, told council that the subdivision has experienced recurring problems with Canada geese for many years, affecting lawns, parks and public events. He said the HOA has participated in nest-egg destruction for roughly 15–20 years but wants authorization to participate in the DNR—s updated capture-and-euthanize program. The HOA explained it has been unable to collect a 70% homeowner petition required as an alternative to council resolution because many homeowners are out of town for the winter.
