County adopts comprehensive transportation plan after yearlong planning process

The board unanimously adopted the Alleghany County Comprehensive Transportation Plan developed by NCDOT and the High Country Rural Planning Organization. The plan includes intersection, transit, pedestrian and multiuse path recommendations and will be forwarded for regional endorsement.
David Graham of the High Country Rural Planning Organization presented the Alleghany County Comprehensive Transportation Plan (CTP), summarizing a year‑long planning process carried out by NCDOT, the RPO and a local steering committee.
Graham said the plan produced a set of recommendations including three intersection improvements, four deviated fixed‑route transit recommendations, 27 pedestrian recommendations and four multiuse path recommendations. He said the RPO and NCDOT held public meetings, collected input and analyzed multimodal needs. NCDOT staff will also seek town and RPO endorsement; Graham said NCDOT staff planned to request Sparta’s adoption the following night and the High Country RPO would act on endorsement at its February 19 meeting.
James Upchurch, a long‑range planning manager with NCDOT, described the CTP as a living document that will be updated as conditions change and praised local steering‑committee involvement. Commissioners moved and seconded adoption; the board approved the plan by a recorded vote of 5–0.
