The Edmond City Council voted on Jan. 27 to repeal sections of a prior resolution that established the citizen Tax Increment Financing (TIF) oversight committee and then reestablished the committee in city code by ordinance.
Staff said the change formalizes several existing committees by ordinance rather than resolution and does not substantially change the committeeโs duties. The council first approved the repeal of the resolution and then adopted Ordinance No. 4023, which adds a new chapter defining the citizen oversight committeeโs role, repealer and severability provisions, and an emergency clause.
Council voted to approve both the ordinance and the emergency declaration during the same meeting. The staff presentation noted the item aligns committee governance with other panels that were recently moved from resolution to ordinance.
