Board approves Powell Place MUPD map amendment to shift 150 units into mixed-use area

The Board of Commissioners approved a map amendment (PB24466) for Powell Place MUPD on Jan. 13 that allows the transfer of 150 residential units to the mixed-use portion of the development.
Applicant representative Jody Leidoff said the change would add housing typology and texture to the mixed-use area. She said the applicant had worked with the homeowners association, community members and the planning board and had adjusted site details in response to concerns. Key technical clarifications included:
- The existing alley parallel to Millbrook Drive had been defined in the original MUPD as a 16-foot pavement section within a 20-foot easement; the applicant said it will avoid locating individual driveways on that alley and will provide a 15-foot buffer adjacent to the alley to improve maneuverability and protect planted material. - The applicant represented it updated the traffic impact analysis (TIA) to assume the full mixed-use buildout (including up to 500,000 square feet of nonresidential uses) in its modeling.
Leidoff said the mixed-use entry parcel at the community—s entrance is the first target for commercial delivery and that the team had engaged builders and potential live-work product concepts. The board voted to approve the map amendment.
Ending: The amendment allows more housing within the mixed-use center of Powell Place and requires detailed design refinements at plan review to implement the alley and buffer commitments.
