Staff reports new procurement approach for Gerry Ivy splash pad after initial RFP drew no bids

City parks staff told the advisory board that the initial bid solicitation for the Gerry Ivy splash pad, water wall and memorial drew no bids. Staff then moved to a manufacturer‑focused design purchase and installation approach and received 10 proposals from six vendors by the Aug. 28 deadline.
Staff described the evaluation method in the RFP — experience, design, features, layout and warranty — and said review and scoring are underway. The top‑scoring proposal will be presented to the city commission on Monday, Sept. 22 for approval to proceed, staff said.
Staff recalled that an earlier single bid that included multiple features had been about $1.8 million and that the splash‑pad‑only estimate had been roughly $1.1 million. With the city providing certain site‑preparation and utility hookups, staff said proposals that fit the RFP came in under the city’s target budget figure of $650,000; staff now estimates the city component will be about $680,000–$720,000.
Staff also noted a substantial Q&A addendum during the RFP process and said the goal is to have installations ready for public use in 2026 if approvals proceed and funding is available.
