Ordinance 6001, which would add sections to the Jackson County code to establish a senior citizen services fund, was placed on hold by the Intergovernmental Affairs Committee pending review of a legal opinion and clarification of implementation timelines tied to property tax levy schedules.
Legislator Peyton, identified as one of the sponsors, asked that the committee review an opinion prepared by Mr. Kavinsky before taking action. County staff told the committee that the County Executive will solicit applications and plans to recommend seven members for appointment to the fund’s board pursuant to state statutes that govern such appointments. Staff said applications are being advertised, applicants will undergo background checks and tax‑clearance checks, resumes will be reviewed and interviews may follow.
Members discussed the calendar for levy collection. County staff said levies are set Oct. 1 and recommended completing an ordinance by mid‑September to ensure the fund can be included on this year’s levy; committee members agreed that holding the item for a short time would not prevent operations but urged a clear deadline. Staff also said the County Executive will announce an advisory review group to help evaluate applicants and broaden outreach to ensure geographic and experiential diversity among nominees.
The committee made no substantive vote on the ordinance and placed the item on hold until members have reviewed the legal opinion and have clarity on the ordinance’s timing relative to levy schedules.
