Committee approves 12-month liquid-asphalt contract with Vance Brothers

Jackson County’s Public Works Committee on Thursday approved a resolution awarding a 12-month term-and-supply contract, with a one-year option to extend, to Vance Brothers Inc. of Kansas City to furnish liquid asphalt for county road maintenance.

Christy Johnson of Public Works told the committee the contract covers hot mix, cold mix and various rubberized sealants used for pothole patching, crack sealing and minor road reconstruction. She said the procurement was conducted under Invitation to Bid No. 2052 and that 72 invitations were sent, 10 bidders viewed the solicitation and one vendor responded.

Committee members asked whether the award made the supplier exclusive and why there was only one response. Johnson said the contract was competitively bid and that individual road assignments are handled through the county’s project scheduling process; she agreed to provide the committee with the list of roads to be treated under the contract.

Chair Manny Abarca called for a motion; the measure was moved, seconded and approved by voice vote. "All those in favor, please indicate by the sign of aye," Abarca said; the chair then announced, "The ayes have it."

The resolution was introduced in committee as "Resolution 22015" and described in the meeting packet as awarding a 12-month term-and-supply contract with a 12-month option to extend to Vance Brothers for the furnishing of liquid asphalt under the terms and conditions of Invitation to Bid No. 2052.

The committee did not take a roll-call vote on the record in the transcript; the chair announced approval by voice vote.
