Elizabeth City Council on June 11 adopted a comprehensive bond resolution authorizing the sale of three series of bonds to finance capital projects, sewer utility projects and certain refunding needs.
The resolution authorized: up to $7,000,000 in General Improvement Bonds, Series 2025; up to $12,000,000 in Sewer Utility Bonds, Series 2025; and up to $11,055,000 in Refunding Bonds, Series 2025. The resolution sets principal schedules, interest-payment dates (semiannual on May 15 and Nov. 15 beginning Nov. 15, 2025), authorizes the Chief Financial Officer to award the bonds at public sale and to postpone or adjust sale dates within limits set in the Notice of Sale, and directs publication of Notice and Summary Notice of Sale in required outlets.
The resolution names The Depository Trust Company as the securities depository and authorizes book-entry only issuance; it also approves forms of bonds, a Continuing Disclosure Certificate and standard tax covenants intended to preserve the federal tax-exempt status of interest on the bonds. The resolution instructs the CFO to report sale results to the council at its first meeting after sale.
Why it matters: The bond authorization provides the city legal authority to issue long-term debt to fund capital and sewer projects and to refund prior obligations, subject to market sale outcomes and the Local Bond Law.
Vote: The resolution passed unanimously with the seven council members present voting in favor. The minutes include detailed principal amortization schedules for each series and specify that the refunding bonds will mature over seven years per Local Finance Board approval.
