Mercer County commissioners vote in block to approve 34 resolutions, including bridge replacement and airport contracts

The Mercer County Board of County Commissioners moved and approved Resolutions Nos. R-1 through R-34 in block during its May 22, 2025 formal meeting. Commissioner Frisby moved to vote the items in block (seconded by Commissioner Lewis); the motion carried 7-0. The resolutions covered a range of routine and substantive county business, including contract awards, grant acceptances, amendments to existing contracts and program authorizations.

Key items approved in the block vote included:

- Award of bid to CMS Construction Inc. for replacement of Mercer County Bridge #670.4 (Carrying Iron Bridge Road over Crosswicks Creek) with a total contract amount not to exceed $6,930,963; Mercer County's share not to exceed 50% of project cost (Resolution No. 2025-462, AB2025-07).

- Professional services agreement with C & S Engineers for runway protection zone obstruction removal design, supplemental environmental assessment and permitting at Trenton-Mercer Airport, term through April 30, 2026, amount not to exceed $400,000 (Resolution No. 2025-460).

- Competitive contract with Hal Strategy Group LLC to provide airport management services at Trenton-Mercer Airport for May 20, 2025'May 19, 2026, amount not to exceed $195,000 (Resolution No. 2025-446, CC2025-14).

- Award of bid to Rapid Response Medical Gators, LLC for one CAN-AM medical response all-terrain vehicle and enclosed trailer, total not to exceed $77,150 (Resolution No. 2025-463; grant/ county funding split listed in record).

- Award of bid to Stellar Ops Advisors, LLC for temporary staffing services for the Mercer County Board of Elections Office for the period May 20, 2025 through November 10, 2025, with an option to extend for one year and total not to exceed $55,000 (Resolution No. 2025-464; AB2025-08). This item was the subject of an earlier public comment seeking clarity on the award process.

- Authority to execute a professional services agreement for runway-related work at the airport; renewals and concession arrangements for airport advertising; grant acceptances including a $833,063 Victims of Crime Act award (federal and county match breakdown noted in the agenda text); amendments to several fuel/oil and gasoline contracts to increase amounts; and other program authorizations listed in the meeting packet.
