Garfield County commissioners approve routine purchases, claims and appoint Jacob Price as emergency manager

The Garfield County Board of County Commissioners on Sept. 22, 2025, in Enid approved a series of routine administrative actions, including the appointment of Jacob Price as Garfield County Emergency Management, effective Jan. 1, 2026, and multiple purchase orders and claims.

The appointment motion, moved by Commissioner Joe Kegin Jr., named Jacob Price — identified in the record as Garfield County Highway Safety Superintendent and Garfield County Safety Director — to serve as Garfield County Emergency Management in addition to his other duties. The motion passed unanimously: Aye — Clarence Maly, Reese Wedel and Joe Kegin Jr.; Nay — none.

The board approved a change order for a two-ton ground unit from Major Mechanical LLC for the Garfield County District Attorney’s Office, 108 S. Independence, for $2,380.00, and authorized an estimate to add a new pitch pan for a new air-conditioning unit on the district attorney’s office roof for $700.00. Both items were moved by Commissioner Reese Wedel and approved unanimously.

The commissioners also approved a contract renewal with Entero Services LLC for Garfield County and signed the Designation of County Purchase Card Holders form (filed with the County Clerk’s Office). The board approved the sheriff’s credit card expenditures totaling $2,146.42.

The board approved two Cash Fund Estimate of Needs and Requests for Appropriation for Drug Court: one for $5,000.00 and a second for $16,874.99. Commissioners then examined and approved a slate of purchase orders, warrants and claims across county funds. Approved items in the minutes include payments and warrants to multiple vendors and agencies, among them the Oklahoma Department of Public Safety ($7,980.00), Oklahoma State Department of Health (personal services, $88,073.55), OSU Cooperative Extension Service (personal services, $14,878.16), USG Corporation ($22,354.75), and a Jail Sales Tax transfer to the Garfield County Criminal Justice Authority ($250,187.50). The minutes record numerous additional maintenance, operation and capital outlay warrants as listed in the official record.

Agenda items not acted upon were carried over to a later date. With no further business, the board voted to adjourn and reconvene on Sept. 29, 2025; the adjournment motion passed with all three commissioners voting Aye.
