County HR: Delaware County has 141 employees; employees may not work another job while on county time

Human Resources Director Vicki Cossairt told Delaware County commissioners on Aug. 19 that the county employed 141 people at the time of the meeting, with 13 positions posted and eight positions currently open.
Cossairt said county employees cannot work a second job while on Delaware County time. She gave the example that an employee who sells Avon may place a catalog in the break room but may not take or fill orders during county work hours. She emphasized "there must be no overlap of time between the two jobs," as recorded in the minutes.
Cossairt also reminded elected officials that if an office has added employees, those payroll increases must be budgeted by the officeholder. The board voted to hear the HR report on a motion by Commissioner David Beck and seconded by Chairman David Poindexter; roll call passed.
