Council discusses consent/statutory items including Kimball Building extension and HUD annual action plan

During the early portion of the meeting council discussed a series of consent and statutory agenda items and asked staff for brief clarifications.

Kimball Building (Consent 5f): staff said the developer requested a third amendment to change the opening date because of delays installing the elevator and completing HVAC and because elevator testing required an Internet connection; staff said the amendment extends the opening deadline to Oct. 1 to provide flexibility for potential further delays.

HUD Annual Action Plan (Statutory 6c): council asked whether Community Development Block Grant (CDBG) eligibility or other qualifications will change in the next fiscal year. Maintenance agreement (Statutory 6e): a councilmember asked whether the maintenance agreement is limited to resurfacing. Staff confirmed it covers street maintenance only (repaving) and not sidewalks or enhancements.

Midtown Boardwalk change order (6B): staff described a $220,000 change order to install a storm drain needed to accommodate a future trail and associated boardwalk work; staff said completing the work now with an on-site contractor is more efficient than rolling it into a later dam project and that the change order includes infrastructure elements such as railing and lighting.

Procedural action: the presiding official moved to postpone an agenda item for the BTU board of directors to the next meeting and suggested staff may discuss it in executive session; the council did not record a formal vote on that motion in the discussion captured on the transcript.
