City staff reviewed the capital improvement program (CIP) process and highlighted major projects being proposed for FY26–30. The CIP database contains over 180 project requests and staff said about $225 million of projects have funding or partial funding; the broader list totals near $955 million in requested projects.
Key projects and funding: staff called out Midtown Park Phase 3 (an $18.5 million allocation in the current plan for additional park components), the Midtown boardwalk and associated parking and amenities ($8 million boardwalk project plus other park funding), Old Hearn Road extension (construction contract and ongoing work to tie into new roadways), Commerce Street reconstruction and multiple road-widening and drainage projects. Staff noted funding sources vary and include certificates of obligation or bonds, transportation and drainage fees, general-fund transfers and utility fund contributions for water and sewer components.
District allocations and process: staff will provide one-page project summaries and a searchable project database to councilmembers; individual single-member district allocations were summarized in the presentation and staff offered to provide district-specific project lists for council review.
Next steps: staff said they will continue design work, finalize easements where required, and return with priorities for adoption alongside the FY26 budget; they also flagged that the city will re-evaluate CIP priorities in light of economic-development activity at the RELLIS campus.
