The Richardson City Plan Commission on Aug. 19 voted unanimously to recommend City Council approval of a special permit for a senior activity center at 1750 East Beltline Road, Suite 100 (Zoning File 25-15).
City staffer Peters told the commission the 11,500-square-foot suite sits within a 52,600-square-foot building at the southwest corner of Beltline Road and Yale Boulevard in an area the Envision Richardson comprehensive plan designates as an "enhancement area." Peters said the proposed use — licensed by the Texas Health and Human Services Department as a day activity and health services provider — is not listed in the Comprehensive Zoning Ordinance and therefore requires a special permit.
Peters recommended several conditions if the commission accepted the request: limit the special permit to the 11,500-square-foot suite, restrict operation hours in keeping with the CZO, cap combined guests and staff at 150 people, and…
