Le Mars schedules public hearing, bid opening for $34.76 million wastewater pretreatment facility

City staff described plans for a wastewater industrial pretreatment facility — phase 2 of a multi-phase expansion — and the council set the public hearing and bid schedule on Aug. 19.
Staff said the project consists of two 8 million-gallon earthen basin reactors, a screening building, a pretreatment building and biogas equipment. The administration provided an estimate of $34,760,000 and said proposed costs would be paid by the city’s two largest industries because the work addresses high-strength industrial waste those businesses produce. Staff added that negotiations with the industries over cost-capping agreements were still ongoing.
Council voted to establish Sept. 2, 2025, at 12:00 p.m. as the date for the public hearing on plans, specifications, form of contract and estimate of cost, and to receive bids on Oct. 9, 2025, at 1:00 p.m. The motion was adopted by voice vote; the meeting record shows the motion carried.
Staff cautioned that final design and the pretreatment scope could change depending on outcomes of the industry negotiations. Staff also noted the city could delay award if negotiations required more time; the packet included an administrative window through Dec. 2, 2025 as the last opportunity to award under the timeline presented.
Council directed staff to proceed with the hearing and bid schedule while continuing negotiations with the affected industries.
