Bill Furches, tax administrator, presented the county's 2024 annual tax settlement on Aug. 5 and asked the Board of Commissioners to accept the settlement, issue orders for collection, and approve advertisement of prior‑year tax liens to the Property Tax Commission.
Furches reported a total levy of $215,882,000 and collections of $214,313,000 (a 99.27% collection rate). He said outstanding taxes for 2024 totaled $1,569,000 and the county's collection rate has remained above 99% for multiple years. He also reported delinquent collections for fiscal years 2016 through 2024 of $1,517,000 against a larger levy and highlighted collection challenges involving IRP truck plates and what he called "gap bills" generated by the North Carolina Department of Transportation. He noted a rise in garnishments and foreclosures used as collection tools.
Commissioners asked Furches to gather more information about DOT/IRP plate collection difficulties and DMV late‑fee practices and to pursue legislative remedies via the North Carolina Association of County Commissioners (NCACC). The board gave consent to accept the 2024 tax settlement and to issue the orders necessary for collection.
