Charlton planning board to rebid master plan RFP after single bid

The board asked staff to repost the RFP broadly — including a planning listserv and other appropriate venues — and to give the posting a 31‑day window for responses. Members asked to be notified where the RFP is posted so they can track responses.
Discussion at the meeting also covered grant structures for master‑plan phases: board members noted that Phase 1 typically requires substantial data collection while Phase 2 produces more actionable deliverables and can require additional grant funding. The board directed staff to proceed with rebidding and to return with a plan for outreach and timelines so the select board and planning board can advance the project toward fall warrant actions if needed.
