Board recommends R-2 zoning for annexed Madrid Avenue parcel

The Safety Harbor Planning and Zoning Board on July 9 recommended that the City Commission assign R-2 single-family zoning to a roughly 0.69-acre parcel on Madrid Avenue that was recently annexed into the city (case 2025-17 AN/CO, ordinance 2025-01).
A senior planner/GIS analyst told the board the parcel is vacant, about 0.69 acres, and shares ownership with adjacent parcels to the north and west. Staff recommended R-2 zoning because surrounding lots and the subdivision are already R-2 and the proposed zoning is consistent with the parcel’s residential future land-use designation. The planner said the annexation was approved previously by the City Commission and this action assigns the appropriate zoning.
Board members asked whether the property would remain a separate parcel for sales and were told combining tax parcels is a separate administrative process with the property appraiser. After brief discussion, the board moved to recommend the City Commission approve the ordinance on first reading; the motion passed unanimously.
The recommendation will be forwarded to the City Commission for first-reading action on July 21, 2025, with a second reading scheduled for Aug. 4, 2025.
