Staff estimated the county would save roughly $100,000 by performing the work now rather than waiting until after the refrigerant-rule change.
Chair Gibbs moved to recommend the full county board fund the project in the 2025 contingency and amend the 2025 CIP; the motion was seconded by Supervisor Poole and carried by voice vote. Staff said the project is on the five‑year capital plan and that contingency was a suggested funding source for the accelerated schedule.
