City engineering staff reported on pilot testing for PFAS at Well 29 and recommended pursuing a granular activated carbon (GAC) treatment system pending funding availability.
Engineering explained that sample results at Well 29 have fluctuated over the course of a year and that pilot work examined both GAC (granular activated carbon) and ion‑exchange treatment media. Based on pilot loading estimates and lifecycle considerations, consultants recommended GAC as the more cost‑effective option. Staff provided an opinion of probable cost in the range of approximately $3.6 million and said the city is pursuing state Department of Commerce grant funding and has a federal appropriation request under consideration; the city expected to learn federal funding prospects by early next year.
Staff asked council for support to proceed toward design if and when funding is confirmed. If funding is available, staff said an aggressive schedule could put design and bidding in 2025–26 with potential online operation by late 2026; delays could push completion into 2027. Council asked staff to confirm that the annualized cost estimate includes removal and disposal of spent carbon; staff said vendor contracts typically include spent‑media removal and that the annual replacement costs were reflected in the financial estimates in the report.
