Laredo airport board schedules workshop to update minimum standards and rules for aeronautical services

The Laredo International Airport Advisory Board voted to hold a staff workshop to review proposed revisions to the airport's minimum standards and a new package of rules and regulations for aeronautical services.

Staff told the board the draft substantially expands the current document, adding a full definitions section, updated prequalification and application procedures with approval deadlines, and minimum standards that apply to more types of aviation and non-aeronautical service providers than the version currently on file. The update also includes two required attachments: a business-plan template and a schedule of minimum insurance limits. Staff said the insurance schedule raises many coverage minimums that were previously set lower in the existing document.

The draft also adds approval procedures and deadlines so applicants do not wait indefinitely for decisions, and it adds minimum standards for specialized operators such as maintenance providers and fixed-base operators. Staff recommended publishing the draft electronically for review and holding a working session to walk the board through the substantive changes in detail.

Board members asked about the scope and time commitment. Staff proposed a 2- to 3-hour workshop or a multi-session subcommittee and recommended including the city attorney in the session to address legal and procurement questions. The board approved a motion directing staff to organize the workshop and develop options for scheduling and format.

Staff said the changes are mostly codifications of practices the airport already enforces, but making them explicit will help consistency, clarify expectations for new tenants and allow the airport to update lease terms and insurance requirements on a standard basis.

A workshop schedule and materials will be circulated to board members; staff indicated they can provide the draft both electronically and as a hard copy on request.
