Montgomery County reviews MOU with City of Montgomery for new shared facility; county to pay half of maintenance costs

Montgomery County commissioners reviewed an updated memorandum of understanding with the City of Montgomery that outlines construction and shared maintenance responsibilities for a new facility referred to in the packet as the Premise facility.

County staff said the update states the county and city will split maintenance and utility costs roughly 50/50. The memorandum will be followed by a separate agreement with Premise that will come before the commission for action. County staff also provided a detailed binder summarizing operations and projected costs for commissioners to review.

Commissioners asked whether the property would be jointly owned once constructed; county staff advised the parcel will be owned by the City of Montgomery and not jointly titled to the county. Commissioners pressed for clarity on how the county’s significant construction contribution will be accounted for if the county is not a property owner.

Several commissioners noted the county’s current building — the one the county will vacate — carries a substantial maintenance backlog and liability. One commissioner said that, while the new facility is an asset to city and county employees, alternatives such as leasing or buying existing space had not been fleshed out in the discussion packet.

Staff said the MOU and the subsequent agreement with Premise will include a further breakdown of the 50/50 maintenance and utilities arrangement once the Premise contract is finalized and returned to the commission for approval. No formal vote or final action on the MOU is recorded in the transcript.
