Monona ordinance narrows yard-waste facility access to city residents; excludes businesses

The Monona City Council adopted Ordinance 6-25-790 on July 7 to amend chapters 381-3h and 381-4j3 of the Monona Code of Ordinances to clarify eligibility for the city’s lawn and yard-waste facility.
Council members explained the change responds to citizen questions and clarifies that only City of Monona residents may use the facility; businesses and landscape companies are explicitly excluded. The item was moved, seconded and carried by a roll-call vote in which Alders Holmquist, Wood, DePua/DePauw, Bernstein and Rademacher recorded “Aye.” Mayor Moore declared the ordinance passed.
The adopted language is a clarification rather than an expansion of service; staff indicated the change is intended to prevent commercial use of the municipal facility.
