The North College Hill City Council voted unanimously to adopt three pieces of legislation affecting emergency services and local infrastructure funding.
Resolution 13-2025 approved the city’s final 9-1-1 plan pursuant to Ohio Revised Code chapter 128. Council suspended the second and third readings of the resolution and then voted to adopt the plan in a 6-0 roll call. The administration and dispatching authority said the plan is required by Hamilton County to allow continued participation in the countywide 9‑1‑1 system; staff confirmed the city is currently covered while the updated plan was awaiting adoption.
Council also passed two separate resolutions declaring the city’s intent to proceed with renewing levies. Resolution 14-2025 declares the city’s intent to renew a tax in excess of the 10‑mill limitation to support fire and EMS operations; Resolution 15-2025 declares intent to renew a tax in excess of the 10‑mill limitation to support repair and reconstruction of streets, roads and bridges. For both measures council suspended the second and third readings and then adopted the resolutions on unanimous 6-0 votes. Adoption initiates the procedural steps required to place the renewal levies on the November ballot; final ballot language, tax rate and effective dates will be set in subsequent legislation and county filing paperwork.
Votes at a glance: - Resolution 13-2025 (final 9-1-1 plan): suspension passed 6-0; adoption passed 6-0. - Resolution 14-2025 (fire/EMS levy intent): suspension passed 6-0; adoption passed 6-0. - Resolution 15-2025 (streets levy intent): suspension passed 6-0; adoption passed 6-0.
The Law Director reminded the council that some ballot-related deadlines (for example, the Charter review path) require time to prepare resolutions and filings; one deadline cited in the meeting was August 5 for placing Charter Review recommendations on the ballot.
