Gardner City runway project nearing closeout; state payment paperwork still pending

Speaker 2, a staff member, reported that the runway project is nearing completion and that "the FAA closeout has been completed and submitted. They have confirmed receipt of that." The same speaker said the city is waiting for MassDOT payment voucher input forms required to prepare state reimbursement paperwork.
The staff member described the expected timing without guaranteeing dates: "Once I get that payment voucher input form, I can prepare all the MassDOT paperwork that's required so that the city can get reimbursed for the state share of the project under that 18 b." They added that, if the form is received in mid-July, the city could be paid in mid-August but cautioned that the timetable depends on the state completing its paperwork.
The meeting also addressed stormwater compliance. Speaker 2 said the notice of intent used to submit the stormwater pollution prevention plan to the U.S. Environmental Protection Agency was approved May 1 and that monitoring, testing and visual inspection requirements have been reviewed with commissioners. A hard-copy binder with completed forms and checklists will be kept at the airport; Speaker 2 said they will provide copies to commissioners who requested them.
Commissioners and staff discussed surface erosion near pavement edges after recent rain, noting seed and topsoil washout and localized drops of more than an inch in some places. One participant described a prior 3.5-inch washout that had since been reduced to about one inch in spots. Speaker 2 said they would report the observed erosion and turf loss to Mark at the office.
Speaker 2 also reported that the navigational aids passed a flight check and were confirmed working when the FAA was on site. Closeout paperwork for remaining project elements is being assembled by Andrew and Mark; staff said final reimbursements to agencies will be submitted once the paperwork is finalized.
No formal votes or motions on the runway project were recorded at this meeting because the group did not have a quorum; staff said items requiring formal action will wait until a meeting with quorum.
