Commission approves lot-width variance for Avellino master plan to accommodate cul-de-sac lots

The Planning, Development and Zoning Commission unanimously approved a subdivision variance for the Avellino master-plan residential development that changes where lot width is measured for certain cul-de-sac and knuckle lots.
Staff explained that the existing code (Chapter 62 §108(b)(4)) requires lot width be measured at the right-of-way line, which can make cul-de-sac lots nonconforming. The applicant asked that width be measured at the front setback line instead; staff recommended approval on the condition that the variance be limited strictly to lot-width measurement and not affect minimum lot-area requirements. Staff said the change aligns measurement with how lots are measured inside the city and avoids unusually large or oddly shaped back lots.
Michael Turzillo, representing EHRA Engineering, told the commission the applicant does not plan to increase the approved lot count and that the variance will not change the approved road or sidewalk design. A motion to approve the variance with the staff-recommended condition passed 6-0.
The commission—s approval applies only to the measurement provision and does not alter minimum lot-area standards.
