Planning staff said accessory dwellings are generally allowed in rural zoning districts but that this application seeks administrative relief because the proposed size exceeds the 1,000-square-foot limit. Staff described the property, noted the ALQ would be placed in the northwest corner of the parcel and reported that 15 notices were mailed; the county received four responses in favor and no opposition. Staff recommended approval with standard permitting and timeline conditions.
Applicant Ronald Fletcher told the commission the ALQ is intended to house his parents so the family can provide care and said they have not yet purchased the manufactured home. Commissioners questioned whether the RV on the parcel was occupied (applicant: occasional stays) and whether the applicant anticipated other development (applicant: future shop). Staff reiterated standard permitting conditions and timelines.
A motion to approve SU-24-24 with staff conditions passed by unanimous roll-call vote. The chair noted parties have 15 days to appeal to the Board of Supervisors and provided clerk contact information.
