Council approves Foundation Auto dealership site plan, requires road-safety improvements on South Wilcox

Castle Rock Town Council approved a site development plan and associated resolution for a Foundation Automotive dealership on a 6.43-acre parcel in the Plum Creek West planned development district.

Planning staff present the proposal and said the project "does meet all of our criteria," noting compatibility with nearby dealerships and adequate landscaping and buffering. The proposal calls for a 32,826-square-foot service and sales building, 385 parking spaces (exceeding the town's minimum), a building height below the 35-foot limit and a three-quarter turn access on South Wilcox. The applicant will also construct a left-turn deceleration lane and other improvements to reduce hazards created by left turns on the existing frontage road.

Applicant Casey Adranja described sidewalk extensions linking the new site to the existing Autoplex to the north and said the project is expected to employ about 50 people when complete. Council members asked about lighting, sign size and vehicle staging; staff said building wall packs and parking-lot lighting must be shielded and that large electronic signage would require a separate council-level project.

Planning Commission recommended approval 5-0, and Council voted unanimously to approve the site development plan (Res. 2025-140). Council discussion emphasized the traffic-safety benefits of the new left-turn lane and a continuous southbound through lane on Wilcox.

The resolution passed without conditions. Staff will coordinate final construction plans, right-of-way improvements and any necessary public-works permits before issuance of building permits.
