Beaver City planning commission approves two residential conditional-use permits

The Beaver City Planning and Zoning Commission approved two conditional-use permits at its Nov. 4 work meeting.

Sheree Atkin, an applicant for a home-based table-and-chair rental at 655 East 885 North, told the commission the business will operate from existing structures on her property and that customers will be limited to brief drop-offs and pickups. "We'll drop off or pick up and then bring it back to our backyard there, so it shouldn't affect the neighbors," Atkin said. She also said she does not plan to place signage on the property.

Alexis Myers, applicant for Little Bear Daycare at 190 West 600 North, said the daycare typically sees "1 or 2 vehicles at a time" and described staggered drop-off and pickup times. Myers told the commission she has asphalt across the front of her property that could handle more vehicles if needed and stated anticipated hours of operation as Monday through Friday, about 7 a.m. to 5 p.m.

City Manager Hawkins and the commission read the standard 15 conditional-use questions required by the Beaver City Zoning Ordinance, Title 11, touching on potential impacts to neighbors, compliance with the city's general zoning plan, site size and setbacks, landscaping and design, provision of off-street parking, utilities, nuisance mitigation, operating hours, signage, surety and review and monitoring. Applicants confirmed both proposals would use existing residential structures and said they would meet applicable construction and safety standards.

A commissioner raised a traffic-flow concern for the daycare during peak drop-off times and suggested requiring early written instructions to parents about preferred drop-off/pickup patterns to avoid creating a bottleneck. City staff advised that any such traffic-management expectations could be included as permit conditions and that the city would coordinate reviews and necessary follow-up.

The commission opened a public comment period; no members of the public spoke. Members then moved and voted to approve Atkin's conditional-use permit for a home business (table-and-chair rental) and Myers's conditional-use permit for Little Bear Daycare. The permits are subject to the standard conditions in Title 11, must be recorded at the county recorder's office before taking effect, and will be monitored by the city as needed.

Applicants were reminded to complete ownership documentation, pay all required fees and coordinate implementation details with City Manager Hawkins.
