River Heights to review finalized transportation plan; council holds final invoice for consultant work tied to $40,000 UDOT grant

Council member Lance Pitcher told the council on Nov. 4 that the city "finally have[s] a transportation plan narrative" and that the narrative had been submitted for council review, with final approval expected at a Nov. 18 meeting. "If you guys wanna take next couple weeks to review it," Pitcher said, staff have made the document available on SharePoint.
Council members questioned whether the city had received value for a $40,000 grant from the Utah Department of Transportation that the city passed through to its consultant. Treasurer Michelle Jensen said the grant money was received from UDOT and was passed through to the consultant; staff reported they have received a final invoice but are holding payment until the council approves the transportation narrative.
Several council members said they were underwhelmed by the consultant's product to date and wanted the council to evaluate the narrative before authorizing payment. Staff characterized the remaining invoice as relatively small compared with the $40,000 grant total but confirmed they were withholding final payment pending council approval.
Ending: The finalized narrative will appear on the Nov. 18 agenda for final approval; staff will continue to hold the consultant invoice until the council signs off.
