Sun City West committee advances ARC Phase 3 expansion to governing board for consideration

The Sun City West Budget & Finance Committee on Nov. 4 agreed to move the Automobile Restoration Club’s (ARC) proposed Phase 3 expansion forward to the governing board for further review, but members said more detail is required before any approval.

Anne Bechnell, treasurer and chair of the Budget & Finance Committee, said the committee’s vote was to continue consideration, not to endorse a final contract or to approve spending. "We are just saying, hey, we're moving this through the capital improvement process," Bechnell said. The committee emphasized that the project will return with design drawings, a full budget and loan terms before any governing-board approval.

Cliff (finance staff) told the committee the project is being included in the capital improvement planning process but will be funded from the operating fund rather than reserve funds. He said ARC will finance construction by a note payable over time and that the committee will later learn what portion of the project is steel (which affects any credit back). "It will be funded by the operating fund," Cliff said, adding that design and cost details remain to be determined.

Committee members repeatedly raised concerns about the financing arrangement. Don Taylor and other members said they were uncomfortable with the idea of an interest-free loan and with using operating dollars for a new building addition because dues and operating priorities could be affected. One member said: "When I read that, it sounded like that is what we're going to go forward with" and asked for clearer terms. Staff replied that a formal addendum to the existing financing agreement will specify terms for this phase and that ARC’s membership must vote to proceed.

The committee also pressed for confirmation that ARC membership had authorized the project and that the club’s vote was broad-based. Cliff said ARC invested $40,000 in design drawings so far and had held a membership vote to move forward. Staff said individual project components likely to be capitalized in the reserve study (for example, HVAC or flooring) will be identified after design is complete; the building shell itself, if funded by the club note, will not be added to the reserve study.

The committee had no objections to forwarding the request to the governing board for consideration but repeatedly stressed the distinction between advancing a proposal for review and approving it. Staff outlined the timeline: capital budget pricing will be presented in January, the governing board will review recommendations in April and the annual financial plan will be approved in May — the effective approval point.

What's next: Staff will return with design drawings, a detailed budget breakdown, proposed loan/addendum terms and confirmation of ARC’s internal vote. The governing board will review the committee recommendation and may request additional detail before any final action.
